Arizona’s Proposition 211: A Campaign Finance Compliance Primer & Toolkit

In November of 2022, Arizona voters passed the Voters Right to Know Act, often referred to as Proposition 211, which created a new campaign finance regime for the state. The 2024 election is the first full cycle to which Proposition 211 applies.

This toolkit is created to support leadership and operations staff at social justice organizations in Arizona to assess the risk and benefits of engaging in election year work covered by Proposition 211 – and then plan to build the operational capacity needed to comply.

This toolkit is intended for Arizona social justice organizations that are planning for bold and compliant election year work under the new campaign finance rules in effect under Arizona’s Voters’ Right to Know Act, often referred to as Proposition 211. In partnership with the Democracy Alliance and RoadMap Consulting, we spent 2019 doing laser-focused research and conducting more than 70 interviews to compile an in-depth map of all the resources, trainings, and technical assistance providers available to help progressive organizations and leaders maximize their impact in 2020 and beyond. NLA has learned a lot working with organizations that use multiple legal entities to build power. We wrote a white paper called Lessons from the Field of Progressive Power Building: What early-stage, progressive organizations need to build a diverse, unstoppable movement, which included ten tips for intermediaries helping early-stage organizations build capacity, to share what we’ve learned with the progressive movement in hopes of helping to build field knowledge.
